Failing to operate the WESP and RTO during all periods in which the wood-fired burner and the dryer were in operation; failing to maintain the FTO at a temperature equal to or above the temperature established during the most recent performance test; failing to submit a written report within 7 days containing the probable cause of the deviations, duration of the deviations, and any corrective actions or preventative measures taken; failing to include the magnitude of all excursions and the date and time of the commencement and completion of each time period; failing to submit the total quantity of wood dried in the Dryer during each calendar month in the semiannual reporting period and the total quantity of pellets produced; excessive total power excursions from the WESP that are inconsistent with good air pollution control practices |
