W/in 30 days and every 60 days thereafter until completion of the Boiler B004 reconstruction project, the Respondent shall submit certified and signed progress reports to the Division describing specific steps taken toward completion of the Boiler B004 reconstruction project, including engineering design, purchasing, testing, equipment delivery and installation; w/in 15 days before start-up on Boiler B004, submit a certified and signed operational status for the PM CPMS; no later than 180 days following start-up of Boiler B004, the Respondent shall conduct the initial performance test with the operational PM CMPS to demonstrate compliance with output-based PM emissions limit specified in 40 CFR 60.42Da(e)(1); no later than 180 days following start-up on Boiler B004, the Respondent shall conduct a re-test of the Boiler B004 to verify compliance with its mercury emission limit as specified in Condition 3.3.20 and 40 CFR 63.7505; at least 60 days prior to the performance tests required by Condition Nos.4 and 5 of this Order, the Respondent shall provide the Division written notice of the dates of the performance tests to afford the Division the opportunity to witness and/or audit the tests; no later than 210 days following start-up of Boiler B004, the Respondent shall submit a Notification of Compliance Status report for Boiler B004 demonstrating compliance with all applicable requirements of 40 CFR 60 Subpart A- “General Provisions” and 40 CFR 60 Subpart Da- “Standards of Performance for Electric Utility Steam Generating Units: and 40 CFR 63 Subpart A- “general Provisions” and 40 CFR 63, Subpart DDDDD- “National Emissions Standards for Hazardous Air Pollutants for Industrial Boilers and Process Heaters” |
