Violating permit conditions, including: Permittee shall not discharge, or cause the discharge, into the atmosphere, from any operation, process, handling, transport or storage facility in any fugitive emissions which exhibit 20 Percent opacity or greater; roads inside the plant site shall be sprinkled with water when necessary to prevent dust from becoming airborne; maintenance of records shall be performed on all air pollution control equipment; permittee shall install, calibrate, operate and maintain pressure drop indicator on scrubber and a flowmeter which measures the water flow into the scrubber; permittee hall develop and implement a Preventative Maintenance Program fro the baghouses; once each day the Permittee shall inspect all additional baghouses listed in Attachment A; permittee shall perform a check of scrubbing liquid flow rate and pressure loss range across the scrubber E10; maintain a file of all measurements, including continuous monitoring system, monitoring device and performance testing measurements; maintain records of hourly production rates, maintenance and inspection of all dust collection devices and fugitive dust emission points |
